Ever since I changed my ISP from T-Home to PR Telecom (Hungary) I have generally half the ping in any game from 100+ down to around 40. In Aion I have a base ping of 42 Which is good since I had around 200+ with my previous ISP. So ping depends greatly on your ISP-s routing apart from its capabilities. Upload and Download speeds have very little effect on this. My friend uses a different carrier and he maintains pings around 10-20 in any game we play online.

You might want to install 63bit os otherwise you will never ever use more than 3gigs of memory.

I am going to suggest something very odd: install directx 9 and dotnet 3.5 too. don't worry about overwriting things, windows is perfectly capable of handling that. I have had a similar issue in the past, and it was caused by a corrupt directx file.
