normaly only players before 6.X can have this gear if im not wrong
but you can try to ask weekly shop to put the skin in the shop -
Putting the old 65 mythical rank 1 set in the shop should not hurt!

i think yes some tradable but you need Mail Attachment Approval (Mythical/Level 61-65)

I had a jester suit which could be skinned forever. it was from the Aion Magazine promo the latest patch changed it so it can now only be used once.
